Odd things in Bath

Why was there a North American Indian playing operatic tunes on the pan pipes in a historically Roman town in the UK?

But this busker was truly special:

The weirdest hotel advertising. Do they tell you the stories at check-in, or at bedtime? Though the sign was getting plenty of attention, so maybe weird is good?

Then there was this:

Do parents come with baby changing facilities, and what do they change them into (and why?)
